No I don't think you are right In most cases I think you will find they are
there by reference to the PDS and SDS. That's how it was the last time I
looked in earnest. 

However, in some (?all) cases there is the option to send by value where the
role/entity is not in the PDS/SDS. For this reason the model/schema provides
an option which I imagine could be the source of your impression.

It this has changed since I last studied the MIM to that level of detail I
am sure someone will correct me.
